The core reform involves a large-scale restructuring and consolidation of the inspectorates, which directly impacts the EIA (Environmental Impact Assessment), SEA (Strategic Environmental Assessment), and Appropriate Assessment (AA) procedures for renewable energy projects. Effective 1 January 2027, the number of RIEWs will be reduced from 16 to 7 regional centers: Blagoevgrad, Burgas, Varna, Pleven, Plovdiv, Ruse, and Sofia. The existing inspectorates in Shumen, Vratsa, Montana, Veliko Tarnovo, Smolyan, Haskovo, Stara Zagora, and Pazardzhik will cease to exist as independent entities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The entire administration, conduct, and coordination of procedures under Chapter Six of the Environmental Protection Act (EIA, screening decisions on the need for an EIA, SEA) and under Article 31 of the Biological Diversity Act (Appropriate Assessment) will be transferred to the Preventive Activities Directorate across the 7 new centers. This restructuring entails a risk of administrative bottlenecks and delays.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Preventive Activities and Environmental Control directorates will strictly monitor compliance with the conditions and mitigation measures set out in EIA decisions, EIA screening decisions, and Appropriate Assessments throughout both the construction and operational phases. A mechanism is also introduced enabling inspectors from one RIEW to carry out on-site audits within the jurisdiction of another RIEW under an order from the Minister or a bilateral agreement between directors, thereby strengthening external compliance audits and oversight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">All administrative proceedings initiated and pending before the closing RIEWs (Shumen, Vratsa, Montana, Veliko Tarnovo, Smolyan, Haskovo, Stara Zagora, Pazardzhik) will be completed by the respective successor regional inspectorate based on the revised territorial jurisdiction.
