Promulgated Ordinance No. 6 for the connection of installations to the electricity grids

The new Ordinance No. 6 of 28.03.2024 on the connection of installations to the electricity grids was published in issue 28 from 02.04.2024 of the State Gazette. As expected, the new texts relate to the procedures and terms of connection of different types of installations, the licenses for the activity of distribution of electricity in closed electricity distribution network (industrial zones), the construction and connection of electricity storage facilities to the electricity grids, connection under temporary access scheme of all or part of the requested capacity of the site, etc. The Ordinance shall enter into force on the day of its promulgation in the State Gazette – April 2nd 2024.

The procedures under Articles 23, 24 and 25 of the Renewable Energy Sources Act (provisions repealed by SG No. 86 of 2023) initiated before the date of entry into force of the Act on amendment and supplement of the Renewable Energy Sources Act (RESA) (provisions repealed by SG No. 86 of 2023), as well as the connection of energy installations for the production of electricity from renewable sources for which a preliminary connection contract or a connection contract has been concluded by the date of entry into force of the RESA (SG No. 86 of 2023), shall be completed in accordance with the previous procedure.

Within three months of the entry into force of this Ordinance, the transmission system operator and the operators of electricity distribution networks shall develop and submit for approval to the Energy and Water Regulatory Commission a common proposal for a methodology for the connection of sites to the electricity networks, including criteria for determining the conditions for connection. The methodology shall ensure that the connection of a new site does not cause any disturbance to the quality performance of the electricity transmitted to both the already connected and the new sites in accordance with the voltage performance standards.
