31 BESS projects for over 4 GWh approved for funding under RESTORE2

31 projects from 25 companies with grant funding of BGN 228.9 million and usable energy storage capacity of over 4,000 MWh have been approved for funding under the RESTORE2 procedure. The information was published on the website of the Ministry of Energy on December 17, 2025, where the lists with the results under the procedure “Increasing an existing measure: National Infrastructure for Storage of Electricity from Renewable Sources (RESTORE)” (BG-RRP-4.036) are published.

30 project proposals from 27 companies remain on the reserve list due to a shortage of financial resources – just over BGN 100 million. The announced budget for the measure was BGN 230.7 million. Three proposals were rejected at the “Technical and Financial Evaluation” stage.

In total, 93 proposals had been submitted, requesting BGN 750 million in grant aid. The lowest grant requested was EUR 25,000 per 1 MWh of storage capacity, and the highest was nearly EUR 248,000 per 1 MWh. The average per project was less than EUR 36,000 per 1 MWh.

The aim of the procedure, which is part of the National Recovery and Resilience Plan (NRRP), is to increase the share of energy from renewable sources (RES) – wind and solar energy – in Bulgaria’s energy mix. The projects will contribute to the construction and commissioning of a national infrastructure of RES electricity storage facilities with at least 1,900 MWh of usable energy capacity at the level of the electricity grid.

The facilities must be built, connected to the electricity transmission grid, and commissioned by July 31, 2026. Construction work on the investments may commence on or after June 25, 2024. By August 31, 2026, the facilities must have undergone regulation tests and a full cycle (charging/discharging) of the entire declared capacity.
