The Ministry of Energy announced for public consultation the conditions for the application and implementation of investments under the procedure “Scaled-up measure: National infrastructure for storage of electricity from RES” (RESTORE 2) under REPowerEU Chapter of the National Recovery and Resilience Plan (NRRP). The investment will support the construction and commissioning of a national infrastructure of electricity storage facilities with at least 1 900 MWh of usable energy capacity at grid level. The storage facilities will be distributed throughout Bulgaria and connected to the electricity transmission electricity grid of ESO EAD or to the electricity distribution grid, provided that they have a direct optical connection to the telecommunications network of ESO EAD, respectively – SCADA/EMS of ESO EAD.
The total amount of grant funding for the investment is about EUR 118 000 000.
There is no minimum amount of funding for each proposal, and the maximum intensity of grant funding for each project is up to 50% of eligible costs, but not more than about EUR 80 000 (excluding VAT) per 1 MWh of usable energy capacity.
Applicants are not eligible to submit proposals for investments under the procedure for activities financed by another project, program, or any other financial scheme originating from the national budget, the Community budget or another donor program, or for an investment for which construction work began before June 25, 2024.
The investment should be implemented (construction and commissioning of electricity storage facilities) by July 31, 2026, at the latest, and a copy of the test report proving the parameters for ensuring reserves and capacity of the facility must be provided by the applicant no later than August 31, 2026.
Proposals will be ranked based on the requested grant for 1 MWh of usable energy storage capacity.
Under this procedure, electricity storage facilities with a minimum nominal alternating current (AC) power of 10 MW are eligible.
Applicants must have reached the following stage of proposal readiness at the time of application: a valid connection opinion, a valid preliminary connection agreement or a valid connection agreement with the relevant grid operator, as well as a technical/working design agreed with the relevant operator. Provide for the construction of an electric energy storage facility with a guaranteed (useful) storage duration capacity of at least 2 hours (defined as the ratio of the guaranteed capacity of the storage facility, in MWh, to its maximum charging/discharging capacity in MW) of at least 2 hours (C-Rate to be a maximum of C/2.
