Promulgated Amendments to the RET Regarding the Participation of Active Customers, Citizen Energy Communities, and etc.

Issue No. 13 of February 3, 2026, of the State Gazette promulgates the Rules Amending and Supplementing the Rules for Electricity Trading (RET), which introduce a Methodology for calculating the quantities of electricity generated, distributed for consumption, and sold by the facilities of active customers, civic energy communities, consumers of self-generated electricity from renewable sources, and renewable energy communities.

The adoption of the Methodology aims to regulate the public relations governed by Article 21, paragraph 1, item 11a of the Energy Act by creating a simplified, yet effective mechanism for calculating the quantities of electricity generated, allocated for consumption (shared), and sold by facilities belonging to persons grouped together.

The changes are expected to facilitate the registration, formation, and operation of community energy groups, as well as of consumers of self-generated electricity from renewable sources.

The amendments take effect as of the date of their publication in the State Gazette.
