On June 25th 2024, the Ministry of Energy announced for public consultation the conditions for the application and implementation of investments under the procedure “National infrastructure for storage of renewable energy” (RESTORE) of the National Recovery and Resilience Plan (NRRP). The investment will support the construction and commissioning of a national infrastructure of renewable electricity storage facilities with at least 3,000 MWh of usable energy capacity at grid level. The storage facilities will be distributed throughout Bulgaria and connected to the transmission electricity grid of ESO EAD.
The total amount of grant funding for the call RESTORE is about EUR 603 000 000, with free grant funding under this procedure amounting to EUR 590 000 000.
There is no minimum amount of funding for each proposal and the maximum amount per proposal per project is EUR 76 000 000. The maximum grant intensity for each applicant is up to 50 % of the eligible costs, but not more than EUR 190 000 (excluding VAT) per 1 MWh of usable energy capacity.
In order to be eligible under this call for proposals, expenditure must be incurred between 9 March 2023 and the deadline set out in the proposal implementation plan submitted, but no later than 31 March 2026.
Electricity storage facilities with an installed capacity equal to or greater than 10 MW/20MWh and a maximum of 300MW/600MWh are eligible under this procedure.
Applicants must have reached the following stage of proposal readiness at the time of application: a valid connection statement, a valid pre-connection agreement or a valid connection agreement with ESO EAD showing that the connection deadline for the electricity storage facility is no later than 31 March 2026. Provide for the construction of an electric energy storage facility with a guaranteed (useful) storage duration capacity of at least 2 hours (defined as the ratio of the guaranteed capacity of the storage facility, in MWh, to its maximum charging/discharging capacity in MW) of at least 2 hours (C-Rate to be a maximum of C/2.
