We are sharing with you a questionnaire circulated by ENTSO-E, the European Network of Transmission System Operators for Electricity, as part of its Europe-wide analysis of flexibility markets and platforms. ENTSO-E has asked for support in gathering feedback from market participants and asset operators. This is a valuable opportunity to strengthen the dialogue between flexibility providers and system operators, while ensuring that the practical experience of our sector is reflected in future discussions on flexibility market design.
In parallel, SolarPower Europe is currently assessing the implementation of key flexibility-related provisions of the Electricity Market Design across Member States, including the availability of market-based flexibility services, the participation of batteries and renewable assets, and the barriers market participants continue to face. The insights collected through this questionnaire will therefore also help inform their advocacy work, including on the upcoming Network Code on Demand Response (NC DR).
The questionnaire seeks feedback from flexibility service providers on which assets (e.g. renewable generation, utility-scale BESS, data centres and demand response resources) currently participate in balancing and local flexibility services, what barriers prevent wider participation, and where flexibility platforms and market designs create friction or add value. It also explores challenges related to market access, value stacking, cross-border harmonisation and recommendations for improving flexibility markets and platforms.
Please be assured that APSTE will treat all responses in strict confidence and use them only for the purposes of this analysis. All answers will be aggregated and anonymized.
We would greatly appreciate your feedback by 26 October 2026 (EOB). Please, send it to info@apste.eu
Thank you in advance for your time and valuable contribution.
